The target-click formula is a planning model, not a ranking forecast. It assumes the entered impression count remains unchanged. In reality, a title change, ranking movement, demand shift or SERP redesign can change impressions and CTR at the same time.

How Search Console Counts Clicks and Impressions

Google Search Console defines an impression around whether a search result containing a link to your site is shown under the rules for that result type. A click is generally counted when a searcher clicks a link that takes them outside Google Search to your property. CTR is then calculated as clicks divided by impressions.
